History:
Initially, Cursed Seals were brought about in the Rice Country via a youngman named Juugo, whose body secreted a specialized enzyme that played on the frontal lobe of his brain and activated his tenketsu. These reaction sent peculiar marks across his body, allowing him to manipulate the skeletal and muscular structure at will. After much testing, Orochimaru successfully cultivated this enzyme in labs.
Soon it came time, and Orochimaru ahd undertaken Anko Miterashi as his student. After her chuunin exam, she was captured by him, bound and gagged in his labratory. Some say other vile things went on, yet those were only in fleeting observations before the witnesses were killed. Anko survived the Seal, and was found days later on a remote beach with Sasori's custom Memory Block seal applied as the Seal ate away her mind. Kimimaro came next Followed by Kidomaru Then Jirubou and Tayuya, the final being Sakon/Ukon, creating a specialized mark. The next to recieve the Heaven Seal was Sasuke.
Cursed seals are a very dangerous thing, not only to the enemies but to the user, as each sue drains away more of their free will and sacrifices it for power. The Northern Base eventually housed 200 or more Cursed Seal users, each remarkably weak due to biological complications.
Infection Symptoms:
Of course, several test subjects died during the 'Infection' process, as their body was unable to process the enzyme into a naturally occuring glandular secretion, pushing the body into a self metabolising, pseudo-shock state. While the Seal tried to integrate itself like a parasite, shinobi experienced excruitiating pain from the mark, enflaming their nerves around that area. Because of this pain and unauthorized infiltration, the brain attempts to rid itself of the infection, overreacting and in the end killing the host.
Eventually, the paind rove them comatose, rendering them completely helpless to natural predation if caught in the wilderness or vulnerable to enemy attacks. Since the Seal has begun to settle itself in, the body experiences vivid illusions, hot-flashesand a possible cardiac arrest.
Once the body rises from its comatose state, black chakra floods the tenketsu, purging the user of their own and forces it out into the open as a tightly spiraling vortex around the user. The mark's symbols will spread across, raping the tenketsu for domination. A sudden explosion of testosterone floods the mind and agression takes its hold, and the user quickly identifies its enemies...then proceeds to maime them.
Cursed Seal Effects:
When first applied, the above symptoms will ensue. Following this, each use and battle will cause it to activate. The user experiences pain, and will be slowed by it. Chakra at this point will not be dragged out, but will lay blocked in your tenketsu, causing severe pain and limiting bloodlines.
Also, at this time, Cursed Seals are very loose in their reaction, however this may be sealed to prohibit its activation and allow a better integration process.
Chakra:
A curse seal when Activated will restore your chakra by half, if activated when at full chakra it will increase your chakra by 1/4 it's full amount. Thus letting you fight for a bit longer. Your strength and agility will also increase when activated. Your jutsu's may take less time to prepare as well as not take as much of a toll on your chakra when you activate it.
Level One:
Even when you achieve a curse seal lvl 1, you will still have to fight it's after effects. It will taint your mind, and you may end up taking a fight farther then you intended at the beginning. Once you deactivate the seal you will be completely drained and defensless to an enemy attack. So use it wisely.
Level Two:
You can only achieve Curse Seal lvl2 when you are qualified as a chuunin level ninja. Any abuse of a curse seal in Role Playing will result in a removal of the seal, and in the worst case, your character will be killed. We run a tight Village, and no God Modders will be tolerated.
Level Three:
Theoretically possible, however doing so sacrifices the mind and your soul, converting your body into nothing more than a living weapon. All subjects have died trying to reach this level.

Seal construction is soley up to the host's imagination after they have survived. A cursed seal is a cursed seal. Meaning its either a primal blessing or a detrimental curse, or perhaps a combination of both, yet nobody is a god with a cursed seal. A Cursed Seal draws out and magnifies the strength of the host, not grant them Jinchuuriki powers.
